The Proposed Recommendation is at <a href=\"https:\/\/www.w3.org\/TR\/2019\/PR-webauthn-20190117\/\">https:\/\/www.w3.org\/TR\/2019\/PR-webauthn-20190117\/<\/a>.<\/p>\n<p>The PR contains only clarifications and editorial improvements to the <a href=\"https:\/\/self-issued.info\/?p=1904\">second Candidate Recommendation (CR)<\/a>, with no substantial changes.
